Well yes, I mean, it's not exactly a contraceptive... I'm not sure what stopgaps they have in place for that to be honest. I do know that they'll chat with you, and you can get a (free again) IUD put in at the same time (it's a highly effective contraceptive, though it comes with a minor chance of uteran damage).

I guess it depends on your view? Most people aren't going to do it on a whim. From what I've heard it can be a rather... unpleasant experience. And I think the right to ones body trumps most other arguments. From what I understand they also sit you down and talk about contraceptives, and again as I said, offer a free highly effective one.
