I wonder how many stories there are about Evil Overlords who are almost cartoonishly evil who want to take over the kingdom or world... and once they succeed they just go legit and end up being one of the most effective and essentially benevolent rulers they ever had.

The closest I can think of is Disc World (But in that Overlord's case he was too busy protecting his people from invaders and himself from assassins to ever do a single evil thing to his subjects)... and MAYBE Dr.Doom but whenever he took over the world the idea is that he does remove social turmoil in exchange for loss of free will so he doesn't count.

I can certainly think of a few Benevolent Kings who needed to feast on the souls or blood of the innocent but were so good at their job that their subjects not only accepted this but still loved their king anyhow "So what if he needs to feast on one of us every night... Our crops still grow, our wars non-existant, and the clocks always perfect"
