The point isn't the percentage of the American population that benefited, as a rather large percent already had insurance, or were affected in a somewhat hidden way where inadequate policies had to be adjusted to meet the new standards. The signups are relevant to the number of previously uninsured persons that didn't qualify for Medicare, which was estimated at somewhere between 15 and 50 million.

Keep in mind, the majority of Americans get health care through their employer plans, so most people were never going to be enrolled in it anyway.
