I would say that is definitely paranoid conspiracy level.
It's not like there's anything on the internet that the government doesn't already know about me in an official capacity.

Actually, they don't know all that much about you. I'm pretty sure you're below census age, so  that's even less. They have your name, DOB, sex etc....
They don't have any of your opinions, any of the choices you've made that don't involve state organisations etc...., any moments of stupidity you've had and so on.
In essence, anything that could be used against you. As per Truean's example, once something is quoted it is pretty much forever enshrined without your ability to change it. Workplaces often look at the FB pages of prospective employees, and can see pretty much everything you've ever put there, for example, and affect your entire career. And if any of it has spread from your page, you can't touch it. Not those compromising photos of you drunk that inevitable pop up, nor the in jokes that from outside make you look like a complete dick.
And yeah, then there's officials. Extrapolate for yourself.

It's not necessarily Big Brother (who CAN track you literally anywhere and probably intercepts traffic between IRC servers anyway), it's random people that want to screw over your credibility and the likes.

Offering IRC as an alternative to forums is stupid though. BBS-like systems (BBSs, Usenet, forums, imageboards) are fundamentally different from IM systems, and there are plenty of people that keep logs of the channels they are in. Hell, it's a built-in Hexchat feature (and I use it).
Some people use both bouncers and logging, so they have all the traffic that goes through channels. And it's hard to prevent leaks in a system as distributed as IRC, since there are dozens of servers that could be compromised or hosted by the NSA (not unlikely for the larger networks, and it's even said that the NSA owns many tor exit nodes, since the traffic between exit nodes and webservers is not encrypted, and who else, leaving out the occasional philanthropist, would want to host such high-traffic, high-bandwith servers? )

It's... notably harder to get to those logs, though, and average joe asshole is considerably less likely to be able to figure that out than they're able to figure out searching a forum. Not to mention the way IRC aliases work and whatnot makes it a lot easier to say to the average uninformed "That wasn't me" and have it stick. IRC's definitely more secure than forums in regards to the general public just because it's harder to use and has less overall penetration. Lot more folks don't even know wtf IRC is.

Same applies to law, really. NSA or whoever might (probably) have your info, but the local circuit court has a considerably smaller chance of getting to that than they do your facebook bullshit or forum posts. T's got a decent point, for general use.
