It hasn't been built (or created, or orogenied) yet. Orogeny is the geologic term for a mountain building phase in tectonics.

I question how stable the entire thing would be since it won't be a single monolithic chunk of rock.

Sounds pretty cool, I wouldn't mind visiting it one day, definitely would be a change for the people living there to suddenly have a god damn mountain in their city. One question I have though: how are they going to get enough stone, metal, or whatever they are going to build it with?
