I'd place my money on the fact that PPG takes place after Samurai Jack, where Jack has defeated Aku in the past, after making it back.

EDIT: Or maybe Aku is Him.

Of course, you still have to question why Jack and the people in the future speak the exact same language, but that is a question for another day

Aku did it. Aku speaks the same language as Jack and has mandatory education for all. It'd actually be a nice system if he was open to fairness and all that.
