Those guys are bad motherfuckers. I went to London once, and saw a few of them. Let's just say you can feel the murderous intent radiating off them in waves.

They don't look silly at all.
They make that hat look badass.

I tried not to look them in the eyes too long, it's kind of like staring down a shark when you're eighty feet down in open water.

It depends on whether you know how badass they are, or if you just see them and go "OOH! Funny looking guy! LA LA LA LA LA!".
There was some video I watched on youtube that showed a person doing something (Can't remember exactly what.  Think it was trespassing or something) and one of those moved so quickly I actually missed it.  Once second guy is moving, next he is face down on the ground.

Exactly. I had a good idea of exactly how incredibly badassed they were, because I know what an L85A2 is and what 'has a bayonet on it' means. It means they might be worried they'll overpenetrate and kill the people behind you, so they'll stab you to death instead.
But if I didn't know that, the death glare might have clued me in.

What service/branch/whatever do they pull from?

I am not entirely sure. They're not Royal Marines or SAS. I suspect they are an Airborne company of some sort, so probably Royal Army. But it is very conceivable that I am incorrect.
