And the 13th animal was the cat. Depending on the story, he was either too lazy to answer the Buddha's call in time, or he was going to be the 12th but Rat tricked him by asking him to carry Rat on his head. Just before they got there, Rat leapt off and raced ahead. This is why Cat has been his mortal enemy ever after.

I was taught that the rat literally piggy backed off the Ox's hard work when the Ox would have otherwise won. No mention of cat sadly.

But still, the point stands:
