I seem to recall proposing a similar scenario for Andorra. it's the only logical explanation for how a microstate like that manages to survive for nearly 750 years between the mighty empires of France and Spain. On paper, they have no military. In truth, the Bishop of Urgell is given the coffers of the Holy Church to purchase the services of twelve of the finest warriors, spies, courtesans and geniuses in all of Christendom. The reason? A holy relic of such power that no king or emperor can ever be allowed to obtain it.

EDIT: Related WTFery -- while perusing the Wiki history of Andorra, I discovered this gem:
