The security company is in trouble because they neglected to enforce the concept of routine patrols.

And who decides it a good idea to try to cut through a fence you think is electrified to crawl up to a wall you think has radioactive material behind it and bang it with a hammer?  And also the graffite.  There are better ways to get arrested.

They're protesters. Presumably they didn't know if they'd come back alive or not, but did it anyway.

Ill give them credit; they are brave, wrinkly geriatrics.  I didn't read it all but that's an assload of trouble.  They could have easily been identified as terrorists, or a national security threat.  Uncle Sam speands hundreds of thousands of dollars on this stuff, and is not shy about keeping it safe.
