I'm pretty sure the EU web is defined at "all websites whose servers are located on EU territory". It's not really subjective...

Wow, what the fuck though. I could see an American agency trying to pull something like that, but the EU should really know better. It isn't at all a monolinguistic organization and should understand the concept of linguistic discrimination. At least in the US you could make the argument that there is a single dominant language anyway.

Right, but what about websites owned by EU citizens but who's servers are someplace else? You don't have to buy server space in your country. I could totally hypothetically go and buy a bunch of servers in Korea right now if I knew any Korean whatsoever.
