Now necromancer's and demons can corrupt citizens into horrifying forms, including apparently collections of citizens.

Reform is hard, so why don't we take the much easier route and have an algorithm watch everyone all the time to detect active shooters and dispatch lightly armed drones to defuse the situation.

Actually, in that article they have the best idea I've heard yet - they have schools with bullet-proof whiteboards that detach and you can use them like a riot shield to charge the gunman. Say you put 4 of those in each classroom and you have 10 classes, then the gunman is suddenly facing 40 people with large bullet-proof shields.
