Nonsense. They don't care about internet forums and the overall level of service is not going to suddenly get worse - it's not like providing bad service was illegal before.

No, where you will see the effects is streaming video - netflix is crushing comcast, and at&t just bought time warner so they've got the same netflix problem. That is what they care about, because that's where the money is.

While this is true in reality, the vast majority of users do not live there. Instead, they live in a magical place where everything is the fault of the last technical sort of person to touch their machine, and now that is the hated forces of government. The FCC will be blamed for every possible system glitch for centuries. Slow service? Net neutrality. No cell reception? Net neutrality's in the sky now. Can't find files on their local machine? Ajit Pai stole them.

It is the nature of the technically illiterate to throw out random technical things they've heard of to explain failures/feel less dumb, and now they can blame Washington for it they will literally never stop.

Here's the skinny.  Yes, a small time host, like the Bay12 forum produces so little traffic that it makes no sense to throttle it on its own.

However, the hosting company that provides the host sits on part of the internet backbone, which is an amalgam of several private networks that have "Peering agreements".  If there are ... "disagreements"... about peering, then people may experience issues connecting, since the route used to reach the host will be in contention.

Since NN strongly deals with peering agreement type things, it can very likely cause issues.

After getting off my usual bus ride to university, I cross the street and see next to the sidewalk... a cassava (fuck does it feel wrong to call it by this name). But not any ordinary root, oh no. This one was, for some mysterious reason, studded with 1 Real coins. I think there may have been R$20 on that root.

Was too weirded out to loot the money root, though.

It was a shapeshifting alien laying in wait for an unsuspecting passer-by to pounce on. After studying human civilization from afar, it came to the conclusion that food+money will constitute the most attractive bait for catching a human.
