Touched in the context of the mentally disabled is short for 'touched in the head'.

It's not used much anymore, but it was pretty common in the 90s at least to refer to the mildly handicapped as touched in the head, and I suspect it dates back much further than that.

"Touched" refers to the insane, not the disabled, I believe.
I guess it refers to them being touched by the devil/old ones/whatever.

Well at the time there was so little people knew that they didn't know too much of a difference.

Dementia was treated as a psychological problem in... I think... 1960s? (but then again as I said... Psychology has been a garbage dump until VERY recently)

I know some places where they used to say "Touched by the Witch". The expression probably stems from the fact that there probably was a time when people knew very little about these disabilities and therefore they assumed they were caused by supernatural entities.

You know, I'm not happy with a lot of things about how they handled GoT.  But holy shit that is some despicable bullshit.  No one deserves that.
