In most games when things need to appear that weren't in the scene before, they either pop into existence or do a simple alpha fade-in.

In Elder Scrolls Online, appearing objects are drawn with a few pixels appearing each frame until it's totally visible, almost like a dithering effect. Old DOS games would use this effect to get something like transparent fading... namely, the old Elder Scrolls games.

The effect is such a strange thing to call back to, but I can't think of any reason they'd recreate that effect except as a callback.
