I love the music and is kind of the piece that made me fall inlove with the panflute (along with the old Inca game)

I'm not even sure how one could whistle "with the tongue". I use my lips, even "wolf-whistling" (internet translation dictionaries tells me that is the term for what we call "mischief whistle") it's mostly about the lips, and the tongue is only supporting.

When I try to whistle with only my tongue all I get is a quiet wheezing or sussing sound.

Well the lips alter the tone l, but there's a bit of a difference to tongue whistling. It's a bit higher pitched, and I guess it's more versatile.

Lipwhistling is just forming your lips into a tiny opening and blowing with the correct pressure.

When fingerwhistling (wolf whistling?) I use my thumb and index (no idea how the littlefinger method works), shaped into an unclosed ring. My lips are stretched over my teeth/inward somewhat  and tensed up. I'm not super good at fingering myself though, and can't keep it up for any long sounds, but I haven't trained much either.

Honestly it's a mildly interesting way to pass the time, but I did break the mouse part of my laptop.

Somewhat late, if you've already broken your hardware, but if you're going to be playing clicky games like that, you want to get yourself an autoclicker. Autohotkey can manage it, at the least, and probably some other programs out there, too. Then instead of actually clicking the mouse equivalent, you press a button and the computer clicks for you, probably significantly faster than you're physically capable of.
