Chaos is in general bad for business in all circumstances.  You need a stable society so that you can make accurate predictions about the future.  It's not my opinion, it's economic fact.

Who said our said our planets were chaotic? No reason that a decentralized government cannot be stable. And note I dind't say to what degree it was decentralized, we do have a prime minister after, all, we just don't have a capital planet, all the planets in the UNITED Planets of Awesome are seen as equal member planets.

He is Economic Adviser.  He was renamed that of course as our society values it's position and people take the name of their position in many circumstances.    I like being an alien society.
