35 idlers and no one can pull a lever

I've had a level that's needed pulling for a little while now.  28 idlers, down to 23 with some furniture installation, back up to 40 for awhile, peaked at 44.  Got some people busy and now its down to 35 and stable for awhile.

But no one can spare time to pull a lever, why?

Is it, or any of the mechanisms, forbidden? Did you set the lever's workshop {P}rofile to be limited to a specific dwarf? Is it accessible?

As far as I know, there's no labor setting for pulling a lever, since even kids can do it.

Can you definitively determine whether the dwarves can reach the lever, i.e. can you get the dwarves to be in the same room as the lever in any other way?

If they can, the lever is probably forbidden for some reason. If they can't, make sure they aren't assigned to a burrow somewhere and they don't have to traverse a ramp that violates the Fundamental Laws of Ramps.

also, check your burrows.  Might want to d-b-c the lever, just to be sure.

Check the building profile for the lever. You may have assigned it to a specific dwarf.

Yeah, that's what I did.  I assigned to my legendary +5 mechanic to get all the mechanisms hooked up faster.

See if anyone nearby has a removable job, burrow the lever tile, assign him to it and cancel his job. Pulling is virtually guaranteed unless he decided he need to grab something to bite or just gruntly lie down and sleep
