I did said that. (Although I don't remember when.) I also said some of the biggest countries wouldn't be weakened in order to be used a potential NPC later on. But we'll see, you got better-than-average chances of succeeding I'd say.

Seconded.  Return the glorious monarchy to the throne!  (But really, should we PM him or something?)

Normally I would rush to Britain's aid, but I think that the moon cannon needs a test firing...

My $120 investment in Guyana's Economy brought no increase? And the militia in Guyana should be entrenched.

Actions:

Finances:

Starting: 0
Revenue: +1026
Make Transport ship off of the coast of Peru: -500
Make Regulars in Bolivia: -400
Make Militia in Suriname: -100
Savings: 26

Army:

Have 2 Regulars, 1 Marine and 1 Commando from Bolivia invade Chile.

Goodness, but Germany is rich!  I guess that's what happens when you take one of the financial capitals of the world, though.

Alright, then.  Let's take a look at what we can do here.

Wealth

Revenue: $800
Savings: $15

Research: Spend $700 researching Manual Turret installations; defence-only units which cannot be moved from the country they are built in.  [Read: Heavily fortified with defensive artillery guns, but still operated by ordinary human specialists.]
Buy-Out: Keep $100 back.  If Battle Accountancy is sufficient to drop Guinea's economy to 0, make a takeover bid.  Else, reserve the cash.

'Armies'

Battle Accountants to begin disrupting the economy of Guinea (country to the north of SL) by severely manipulating the raw materials market.

Do I need any other research to get Guerrilla Tactics, or was that just the flavor text you chose to equate to me not getting the new technology.
