Thank you for your polite missive.  We of course have no desire for unnecessary conflict with the African Empire.  Proposed borders sound quite reasonable.  In an ideal world, we would lay claim to all the coastal countries from Senegal to Burnin, with Burkina Faso up for negotiation.  We see no major losses for you in this, as all of the listed countries* are in states of poverty and poor production, places where our corporate influence will be the most welcome.  Given the extent of the Empire, you might wish to consider consolidating your hold over the richer northern states of the continent.

We realise that the Cote d'Ivoire may be somewhat contested at the moment, as we are informed that you have a gunboat headed that way.  If you are willing and successful, we could easily make you an offer of ten times the country's monthly production for control over its government.

*Senegal, the Gambia, Guinea-Bisseau, Guinea-Conakry, Sierra Leone, Liberia, Cote d'Ivoire, Ghana, Togo and Benin.
The terms are acceptable, though I am interested in maintaining Benin, Faso, and southern Mali as independent states to serve as a buffer zone between our holdings.

I prefer to have my own leverage for when we turn against each other when we conquer most of the world.
Meanwhile, I must invade Cuba, putting back the Communist Power back in place.

Sheb:  I did spend $200 last turn on infantry in Liberia, right?  Because if not I'm keeping that cash and using it for something else.

Because they are small, useless, and poor. I'll let you have them for flavor, but as far as he games mechanics go, they don't exist. Same with any territory not on the map.
