Alright, we'll stabilise until we can work out Basic Economic Theory to overcome that, and some better Propaganda work.  For the present...

Spend £700 on researching Economic Warfare.

Spend £100 on improving working conditions in Sierra Leone and a basic propaganda campaign to ensure that this is well-known.  Emphasis on the propaganda over the improved working conditions, though.  Nothing that would cause us to lose significant profits.

Also, looks like I forgot to do this ages ago, but entrench two of my infantry divisions.

No other actions.

No they won't, they return to civilian life. Actually, you did succeed your roll, but by a very thin margin. Better margin could make them join you.
