I'm not much of a cartoon and/or anime person myself, but I found Vincent Law from Ergo Proxy to be a refreshing and welcome break from the overabundance of manly men and other such stereotypes.
Except for his silly name

Oh, and then there's Snarf, of course. The ThunderCats one.

I found Vincent's appearance change kind of... weird.  He spends the first few episodes walking around with his eyes closed and then he suddenly completely changes his appearance.

Not that I didn't like him, and Ergo Proxy.  Just that appearance thing was weird.

Well in a way it's kind of cool since it's something that I don't remember ever seeing in any other anime.  They use a weird anime art style stereotype and use it to represent character development. 

I really like the intro song too.

This one is pretty difficult. I've seen so many series, it's hard to choose just one.

Wily E. Coyote is always a good choice. Droopy (or any Tex Avery character) is also pretty awesome.

For more modern ones, I would add Bender and Brock Samson to the list.

Regarding anime, Kamina is always awesome. But besides the obvious, Lupin III is an awesome thief, along with the rest of his team. Detective Conan is also pretty awesome, competing with L for best detective.

I kinda thought this too, even if I didn't now it was a common thing in anime (eyes closed, that is). I saw it as an expression of his initial submissiveness (and/or unwillingness to see the world for what it was), and then after a few episodes his eyes were opened both literally and figuratively and he began to trust himself more.

I really like the intro song too.

Yeah, me too. Paranoid Android is great song as well, for that matter.
