Instead of a specialized command like this, a burrow that dwarves are specifically forbidden to go into would be more useful. Like an anti-burrow.

Of course, it could use some way to quickly designate all the ice on the surface or have it already defined but inactive on embark.

speaking of ice, what would happen if you where to say. mine out the entire river before it unfreezes?  after that answer what would happen if I put up walls in the river?

I use traffic areas. Just set restricted traffic areas over rivers, pools and channels and it'll work 90% of times.

Traffic areas work great for keeping dwarves off ice or out of magma drainage channels.

I'd just like to have an order option that automatically lets me set all ice to "restricted" or some such unless specifically over-ridden. Setting all of those areas on a map with lots of murky pools is a giant pain.
