I feel the need to point out that Batman was a very active force rather than reactive.

So batman went out and looked for crimes before they happened?

Would I be able to have a character that could spontaneously generate temporary copies, that I could control, of other people?

So that when batman shows up, I can create a batman clone, that can fight batman to a standstill, but disappears after a certain amount of time. And Batman could beat it if I interfered too much, or if Batman had prepared for the fight, or if there was some sort of favourable terrain or other circumstance...

Perfect clones of another person? No, slightly weaker versions? maybe, but only a limited amount at a time. Ah just a note, each person can have up to 5 powers, but the more you have the weaker each individual one is. so it's up to you weither you want just one really powerful power,or 5 powers that are all just below average. Or anything inbetween.

Got powes:Born with them, manifested when he turned 20.

Power(s) max of 5: Ability to control people in a way that does not kill them (i.e Minon's with brains/great charisma), the ability to cause mass fear in people, the ability to see in the dark like it is during the night, the ability to shoot balls of fire out of his hand and the ability to teleport back to one pre-selected position.
General Personality: Very straight forward and to the point, Deron does not care for small talk or stupidity in people or in his life. Will do whatever it takes to get to the point, which has been honed over the years due to his crime life.
Super Name(optional): The Boss.
How you got your powers: Years of 'practice' in his 'job'.
Backstory: Born into a large family, Deron was ignored for the whole of his young life, during which, he made himself in the darker side of the law. 10 years on and Deron works for the local Mafia, but is looking to making his own way. With the help of some ever so helpful friends, that is.

once again, the problem is how you both got your powers. How did practice give a normal human super powers? and The US government is one of the people exicuteing supers, they won't be makeing them.
Also, remember, the more powers you have, the weaker they are.
