The money has to be in your account, then you have to buy it. So no, just buy a debit card from the store and add it to your steam account.

Out of all the hats I have, I'm only willing to part with the Shooter's Sola Topi, the Grenadier's Softcap, and the Magistrate's Mullet... (And maybe the Vintage Noble Amassment of Hats). And I will happily trade them to a Bay12 regular for any of the following items:
