Can't offer goods?

I'm trying to give away excess narrow and giant cloth items to the dwarven caravan but the 'O'ffer command isn't activated even though there's space for them to take it.  If I buy back just one item I can trade the materials to them that I couldn't just 'o'ffer to the king.  Bug?

You can only 'o'ffer goods which you've made yourself.

Since all the huge and narrow stuff is from outside your fortress, you can't offer it.

However, as you've noticed, you can 'tip' the merchants by trading off all your extra useless goods for whatever they're offering.

I think the difference is that offering something goes to the royalty of that civ, and will make them like you more (if they  currently don't)wheras tipping just gives the merchants extra stuff to haul back with them - I don't think it has any effect on anything, except, maybe, exported goods.
