I've seen it happen randomly a couple of times, "You charge the enemy and knock it back" or whatever, but is there a way to do it on purpose? Or does it just happen sometimes?

You're looking for the Combat Preferences. Charging is effective when you want to tackle an enemy & slow them down (like wolves so they won't be able to surround you easily) but it usually won't be effective on bigger or stronger enemies & you'll end up stunned or on the ground instead.
