I have an idea.
We shall send them to the cannibals. With weapons. And they shall wage war on them. Maybe not right away, but soon, as we'd need some way to ensure they don't just join up with the cannibals.

After careful thought, I don't actually think we should be attacking the cannibals in the near future. They'd get riled up, and we'd lost a sizable portion of our populace in a battle over unneeded land.

Starting to kill suspects left and right would be a good way to reduce our population too.
Why don't we just make them work for nothing but a thin gruel for a year. Then the Council shall judge if they are worthy of becoming citizen again.

What we need to do is make an example of a killer. Do something so horrible to him that all people are too scared to contemplate murder ever again.

Diakron (Diakron):
You make a set of spears, and give them to Ronald, for his expedition. You then decide to help Ochita with his quern idea, when he needs it.

Ochita (Ochita):
While everyone is complaining with Sheb for his ideas, you continue to work on your quern idea, as well as making some spears. (6+3) With Diakron's and Sheb's wheel, you manage to make a lighter, more faster version of Sheb's wheel, using wood and spokes, instead of simply using one large chunk of wood. It is not until someone asks you how the quern is coming that you remembered what you were supposed to be working on. (Carts now move faster, and aren't slowed down by most terrain.)

Ronald "Plump of Helmets" (Blackdutchie):
You accept the head of the village's offer of marriage to his daughter. The marriage ceremonies complete, you head back to Nilakost Uristrodum. (1) As you paddle down the river, a hippopotamus suddenly leaps outs and attacks! SURPRISE ATTACK! (5+1) (4) With a single chop, it bites the boat in two. (6) Those who were not crushed drowned, except for Ronald, who managed to swim to safety. However, the hippopotamus sees him flounder to the shore, and charges. (1) (5) Ronald, the experienced hunter, dodges the hippopotamus, and stabs it in the eye, piercing the brain and killing it instantly.

As an experienced hunter, Ronald has no problem in returning to the village. A funeral is held for the people who died, and everyone's spirits are low as they reflect on the troubles that have occurred in the past three months.

VERDICT:
With Ronald back in the village, the council can focus on the verdict given to the criminals who assaulted Oleb. Sheb and Ochita want them to work for the village, while Diakron and Oleb want them to be made an example of. The two groups compete with each other to convince Ronald that their punishment is right and just. (6) (2+1) Ronald decides to side with Sheb and Ochita, and so the criminals now work for the state for one year.

Despite heavy hearts, the harvest must be brought in, and the farmers work hard to keep their minds from wandering on the troubles that have occurred. Now, with the waters of the river receding, they have no choice but to wait till the dry season is over, when they can plant the second crop.

Might it be a good idea to keep track of the family trees? as far as i can see mine goes something like:

Ronald thought about how the land-boat worked... They'd have much use for it the coming harvest.
To pull it, they needed to tie a string around an ox's neck, which would choke it...
Maybe if they used something softer, it wouldn't choke the ox's neck so much... But how do you get something soft connected to the land-boat...
Maybe something with wood... Oxen have pretty big shoulders...

Ochita started to cry when he heard about what happened, he then stopped crying and ran over to Ronalds hut, seeing him he punched him, and then lay crying at his feet. Needless to say he soon apologied before anyone else could investigate, he sulked back to his home, seeing the bow he had made for roxxane. She would never come back. He just sat by his fire, for days, only stopping to eat and drink. With a heavy heart he ordered the farmers to try this idea of his, to dig out small rivers so water can be transported to the ends of the fields. He had also ordered the construction of many arrows, he worked on making a boat. He would have revenge.

Seeing the remains of Ochita's first failed attempt at the Quern, Diakron sits beside it and contemplates how to get it to work.

"Son of mine, Come here and help me."

Diakron Jr, hearing his father, puts down his fresh spear down. He walks over to Diakron and looks at the etchings his father made upon the ground and quickly realizing what he had planned.

"Father do you want me to help you finish this?"

After...

Diakron approaches the Village Shaman and discusses an idea to record the histories of every important village family in a family tree.

Diakron makes another set of spears, and them him and his son work to make a finished quern.

He also makes a stone tablet showing his family starting with him and his wife.

Guys I vote that we accept my Idea of government as a prototype just to start with.

*Learning the news of his eldest son's death. Sheb run toward Ronald's hut, in the idea to avenge his son by killing the only people remotely responsible, Ronald. On his way there, he see Ochita running, crying and then going back to his house. Seeing he's not the only one stricken with grief, an idea come into existence in his mind.

-Ochita, we both lost the dearest thing we had. The flesh of our flesh was lost, and whithout proper burial, their spirits have no place to go. Well, my son loved Roxanne, and if Death prevented them from being happy together in life, I'd like them to be so in the Other Life.

I suggest we build a temple, with your talents and my workers, we could built something great, a stone wonder that will tell future generations about those youg people that gave their life for Nilakost Uristrodum.

Oleb sat alone, thinking over recent events. People kept trying to kill others. This was wrong, he knew, and there was only one suitable punishment for this: A life for a life. He mused on how the others seemed unwilling to kill murderers. Perhaps they worried that it would make us as bad as them. A single year of service, for killing a rival. They'd likely be doing what they were used to doing, the only real difference being their lack of a house. It was a wonder that more weren't roaming the streets, killing everyone.

The spirits were clearly unhappy with this meager 'punishment.' The incidents with first Cyrus, and then the river beast showed this. If the other council members didn't want to outright kill the murderers, perhaps he would suggest an alternative punishment: A lifetime of servitude to the one they wronged. This punishment could be introduced immediately for those who had already murdered.1

1 - We have no constitution forbidding this sort of thing. We ARE the omnipotent council, as our citizens demand for us to be. They are also unhappy with the current punishment. Plus, you know, those guys did try to kill me.

I'll be convincing people that a lifetime of indentured servitude is a far more practical punishment for murder. I shall also help encourage the temple workers.

OOC: Hmm...you know, I'd like to get on the waiting list for this game, if there is one! Maybe when some technology point is reached, more council members will be needed? I could be a philosopher...eh.

But I cant see any council members dying of anything beside old age, except Ronald though...but who knows, accidents happen. ;)

If you can ever fit me in USEC, I'd be very happy.

A lifetime of servitude is too much. What about those who kill to defend themselves? Those you kill without intent?

Maybe we should just let the Council judge.

MINI UPDATE:

One day, the head of the village of Ulmitast (You never did get his name) arrives, along three boats, loaded with goods from his village. The council quickly gathers to greet him. When he asks to see his daughter, everyone glances at each other, hoping that someone else would tell him. Eventually, Oleb speaks up, telling about her death at the hands of the hippopotamus. (4+1) The head of the village is saddened at first, but perks up when he hears about Sheb's idea. He declares that the villagers of Ulmitast will help build the temple, and that he knows of a hill made out of everlasting stone, from which a suitable temple may be made, as an eternal monument to the deaths.
