Do all towns still have a leader?

In a recently generated world all human towns do not appear to have leaders, just pairs of really crowded houses.
I was wondering if in a recent patch leaders were made so not to be in all towns? Answer?

Transition? What do you mean by that? Is there a big new feature coming I do not know about  :o ?

31.13/14 and on are going to be using some new farming/population thing. I'm not entirely sure, but it's going to allow players to have their own areas, building crap, it'll allow for old ruins, taverns, inns, roadside cottages, etc.

Yeah, Adventure mode's pretty much being overhauled, There's gonna be player roles, the ability to farm (and pass entire seasons quickly), player owned sites which remain on the map, a new crime tracking system and, well a shedload of other stuff that I can't remember.

I listen to every talk. O-o

It's nice to actually hear people talk about DF, rather than reading about it, cause it makes the community better as a whole. Especially since Toady sorta talks to us directly, by answering user questions and what not.
