The same thing that's stopping me from making the tower out of the corpses themselves.

It would smell something foul. I may be an evil overlord, but I have standards.

There are still leaders, they are just harder to find, and only certain centers have them for the surrounding "towns" in the countryside. Has anyone found townies that wear clothes? Every time I check, they all seem to be naked.
