[38c] Puddle of Icy Dooom

I just lost a peasant due to the 1/7 puddle of water he was standing on freezing into a full block of ice. While somewhat amusing, this seems rather harsh 8-)

Not exactly a bug, by which I mean it's well known, it's currently an artifact of the unrefined water mechanics.
e.g., it'll be revisited eventually.

1/7 water freezes into a floor for me.  Anything at or below 3 should become a floor, provided it is on flat ground.  I think less water in a weird position like an upward stairwell becomes a block of ice.

My luckless peasant was on a ramp, and I did get an ice floor tile elsewhere, so that sounds pretty much like what I'm seeing. So hopefully if I do something about that for next winter I wont have any other victims.

I've had dwarves die when the floor froze.  I don't remember if it turned into a block of ice when it shouldn't have.
