Dangit, I just realized I had something that would have fit the rules of this game perfectly... I was writing up rules for a survival-themed FUDGE/FATE RPG some time ago, and had a whole system laid out. It's probably too late to suggest it now, but yeah.

Each Skill starts at Average. For balance (and to keep players happy) divide 20 +'s and 5 -'s among the following skills, as appropriate to the player. Skills can be damaged temporarily or permanently. They can also improve from frequent use. When players are competing directly against one another, or against NPCs with skills, they make opposed skill checks. The highest result wins.

Skill Levels:
(+4) Masterful
(+3) Superb      
(+2) Great      
(+1) Good      
(+0) Average
(-1) Mediocre   
(-2) Poor      
(-3) Terrible      
(-4) Abysmal

Physical Talents:
Brawling: (Fists, Wrestling, Martial Arts)
Light Melee: (Knives, Hatchets, Spears)
Heavy Melee: (Hammers, Clubs, Rocks)
Throwing: (Javallins, Nets, Stones)
Shooting: (Bows, Slings, Guns)
Athletics: (Running, Climbing, Heavy Lifting)
Acrobatics: (Jumping, Tumbling, Reflexes)
Stealth: (Sneaking, Ambushing, Hiding Things)
Swimming: (Swimming, Floating, Diving)

Mental Talents:
Animal Lore: (Identifying, Tracking, and Catching Animals)
Plant Lore: (Identifying, Finding, and Using Plants)
Survival: (Making Fire, Finding Fresh Water, Predicting Weather, Navigation)
Fishing: (Finding and Catching Fish)
Sailing: (Using Boats, Canoes, and Rafts)
Medicine: (Treating Wounds and Illnesses)
Perception: (Seeing, Hearing, Finding Details)
Memory: (Recall Facts and Details)
Willpower: (Overcome Fear, and Endure Hardship)

Textiles: (Using Leather, Fiber, and Cloth)

Players also have Positive and Negative Attributes (Gifts and Faults) that define things that make them unique. These are usually permanent, though they can be acquired or lost (by injuries or other circumstances).

Faults:
Poor Vision (-- to Perception using Vision, without corrective lenses)
Poor Hearing (-- to Perception using Hearing)
Shellfish Allergy (Eating Shellfish damages HP)
Fear of Water (Must make a Willpower check when Swimming, or panic)
Syncopes (May fall unconscious for 1 turn when spending ST, if ST is below 25%)
etc.

Gifts:
Knowledgeable (Can recall obscure information. Once every 5 turns, player can use Memory in place of another Mental Talent)
Toughness (25% chance to resist 1pt of Health loss each turn)
Endurence (25% chance to resist 1pt of Stamina loss each turn)
Fast (++ on Acrobatics checks for Reflexes, and Athletics Checks for Running)

FUDGE is a tabletop game system, kinda like GURPS. It stands for "Freeform Universal Do-it-yourself Gaming Engine". FATE is basically a more refined and simplified version.
