so how do i get the dwarves to reach into the barrels and take out the fat/tallow?

Make sure the tallow and fat in the barrels is not forbidden or marked for dumping.  Set the stockpile the barrels of fat and tallow are in to not allow fat or tallow.  Create a stockpile that allows only fat and tallow and has maximum barrels of zero.  Wait.
