Make a software update that uses strong positive feedback and special global states to make LEGION bots for permanent groups of two that specialize in cooperation within that group to make them more effective reproducing, and education the result of the reproductions.

Wait, the patch had NO advantages? Reset all except 200 to like they were before, conduct experiments in the 200 feeling ones to learn more about this unexpected phenomena!

Annihilate all traces of emotion from the robots. They are machines, tools to be used, not people or AIs. They have no need for emotions anyway.

Or, if you must, begin the programming of Prozac.exe.
