Hmm... probably get a group of people who live around me together- local people, in a smaller group- and start organizing them, trying to convince them that the best way to get through hard times in the immediate future would be to share what we have, and work together to find what we need. Egalitarianism works very in small groups, when you're held personally accountable for everything you do.
My forte isn't strength and fighting, and I'd expect the military to stay structured and start working on maintaining physical order on the larger scale, and preventing crime... so for me, after everyone I took responsibility for had their immediate needs met, I'd be focusing on getting electricity working again, for communications and survival needs (especially since it's going to be Winter here soon). I'd try to find engineers or technicians, and ask them to caravan over to the nearest Hydroelectric Plant with me, and make sure it stays running for the local area. I figure there will be a lot of looting and pillaging in the big cities, so I'd work on getting the grid back up, so that people can stop the nonsense, and get back to the important long-term things, like rebuilding.
