Chaos, "anarchy," etc.

So I finally tried LCS and it's pretty fun. I'm a little lost as to what to do (it's a hard game to make progress in, I'm finding.) but I'm experimenting and having a good time while doing so.

The gameplay has ignited within me a desire to find other games where one causes pandemonium in a functional, orderly society - preferably open-endedly.

Suggestions?

Only games where you're supposed to cause some chaos that i can think of right now is Just cause 2 & Red faction 2.
Not very similar to LCS though.

Chaos Overlords - an abandonware game, wherein you take reins of one of rivaling mafia-like corporations vying for control of an unspecified, cyberpunk-themed city in the future.
You hire various colorful gangs, including Angry Postoffice Workers, Happy People, Shadow Monks, and the dreaded Neckkickers, equip them with weapons, armour, and accessoria(e.g. boom boxes, cool hats, stealth detectors, etc.) and send them out on missions to cause chaos, gain control of establishments like a Gym, Hospital, Casino etc., fight enemy gangs, reasearch new technologies, and many other missions.
Beware of drawing too much attention to yourself, the dreaded cyberpolice awaits.

Hotseat multiplayer functionality included.

I found Chaos Overlords annoying because there wasn't enough chaos. The AIs wouldn't fight each other.

There's always State of Emergency for those who really want to start riots and don't mind shit games.

Red Faction Guerilla lets you blow shit up but that's more insurgency than anarchy.

I'm pretty sure Neckkickers were real. And it is fun.

Does Black & White count if you play an evil god? I know that Megablasting someone's baby after dropping a burning rock on their home can really ruin their day.
