Limited immigration

In previous editions of DF I used to limit the population cap in order to slow the population growth but recently the cap wont change. Is there something added in later version that makes it so that you can't control the population cap on the fly.

d_init.txt in the init folder has the POPULATION_CAP: setting.  That file is read every time you load the game so you can change settings between sessions.
