Did you modify the raws in your save folder, or your default raw folder?

Yup. To get an effect in your current world you have to modify it's raws. The default is just for genning worlds

BC's = Bronze Colossuses
And for the raws, go to data/saves/region#/raw

dude the pop cap is in the init files not the raws. and there was a bug in 31.12 where the pop cap would be exceeded by something like 20 anyway.

It's probably made from baby bone, with a handle of baby leather. Probably uses the leg bones wound together for the handle, the pelvis for the handle/pick joint, and the pick is the spine.

But that's all in theory, of course. Not like I've made a pick out of my own 5 month old baby before.

it is ignored by a large margin, but not entirely. It also won't affect the current number of dorfs. if you lower it, you have to kill off the dorfs in your fortress down to that number anyway

From my experience, the population cap only gets checked when the dwarven caravan arrives and leaves, so if you're at the cap in early Autumn, you shouldn't get any more migrants.

P.S. If you don't get this note, let me know and I'll write you another.
It's amazing how dwarves can make a stack of bones completely waterproof and magmaproof.
It's amazing how they can make an entire floodgate out of the bones of 2 cats.

yes, but various players are stating that the game will give around 20 dorfs more than the pop cap.
