Dwarf with "no relevant skills" chosen as expe

I had a dwarf that was described as "no relevant skills" chosen as expedition leader.  He did have dabbling in all of those skills, but my intended leader had higher skills.

That's in the changelog as being fixed in the next release.  People with many friends are more likely to win elections, and dwarves make friends during the journey; the election happens once they arrive.  The next version causes the 'election' to occur before the dwarves make friends, so it'll only be skills (and not a number of friends determined by random chance) that matters.
