If you want advice, feel free to ask, but let me say that 8 dex sounds low for an elf rogue.

with a 32 point buy all your stats start at 8. You may then raise your stats by spending points, of which you have 32. As you raise a single stat really high it starts to get more expensive, the first 6 increases(9-14) cost 1 point each, the next 2 (15-16) cost two a piece, and the two after that(17-18) cost 3 each. You cannot buy your stats above 18 or below 8. Once you have bought your stats you then apply racial modifiers. So, for example:

Dwarf barbarian, starts with:
strength: 8
dexterity: 8
constitution: 8
intelligence: 8
wisdom: 8
charisma: 8
remaining points: 32

They decide to raise their strength and constitution to 16, because it is what dwarven barbarians do...
raising an attribute to 16 costs 10 points, 6 to get it to 14 and another 4 to get it up to 16:
strength: 16 [10]
dexterity: 8
constitution: 16 [10]
intelligence: 8
wisdom: 8
charisma: 8
remaining points: 12

They discover that they need lots of skill points, for a prestige class, and they really need a few spare for craft(disturbing mental image), so intelligence goes up to 14, because that is as high as you can go without paying additional fees...
strength: 16
dexterity: 8
constitution: 16
intelligence: 14 [6]
wisdom: 8
charisma: 8
remaining points: 6

They spend their last 6 points on strength, because stuff needs killing...
strength: 18 [10+6=16]
dexterity: 8
constitution: 16
intelligence: 14
wisdom: 8
charisma: 8
remaining points: 0

At which point they are out of points, but they are still a dwarf, which means +2 con and -2 cha:
strength: 18
dexterity: 8
constitution: 18 [+2]
intelligence: 14
wisdom: 8
charisma: 6 [-2]
remaining points: 0

Here is a handy chart for the price for getting an attribute to a certain magnitude:
attribute=cost in points, 8=0, 9=1, 10=2, 11=3, 12=4, 13=5, 14=6, 15=8, 16=10, 17=13, 18=16

From my perfunctory glance at everyone's availability, it seems that Saturday is the only day where people are going to be able to show up, so the game is Saturday. 9:00 PM GMT. Be there, or miss out on the dessert. And also the desert, which will be pretty hawt as well.

Fambly's responses to the forum's ire:
Dad: "Well, tell them we're sorry."
Mom: "I'm not." (what with this being the only vacation time the whole family gets at once)
Dad: "Don't tell them that."
Sis: "Tell everyone I'd send them an e-hug if I could."

Natural Spell: if you REALLY need to have only one metamagic feat to use Natural Spell, here are your options. In both cases, the feat applies only to druid spells, provides no benefit outside of Wild Shape, and is not applicable to any other form of transformation. Neither is intended to be cheap because, as stated in the OP, playing as an LA+0 spellcasting bear is cheap as hell.
Option 1: Spell level is +3.
Option 2: Requires Silent Spell and Still Spell feats as prerequisites.
In precise terms, the benefit of this feat is that you are able to complete verbal and somatic components of a spell you've prepared with this feat as well as if you hadn't used Wild Shape. So, for the most part, you'll be able to cast your Natural spells as well as if you were a human. But, if you get Polymorphed into a duck or something, and then Wild Shape into a bear, you can do your spell components as well as a duck.

Adwarf: Your character has too many attribute points, I counted 34, not 32... And you're going to have to make it into an online sheet, probably using Mythweavers or The Tangled Web (links in the OP). Last thing is, you'll need to give yourself the free Heroic Durability feat. Other than that, I don't think that online character generater would let you bork your character up too bad, so welcome to the group! I've always wanted to watch someone try to roleplay a lawful good rogue...

The Natural spell metamagic feat as I suggested (and in option A) compared to Silent Still Spell:

Still requires SV components vs No SV components, at all
Only works in Wild Shape vs Works all the time
+1(or +3) Spell levels vs +2 Spell levels
1 feat vs 2 feats

The second option you gave costs a feat and versatility to decrease the spell level by 1. The first costs a spell level and versatility to save a feat. My suggestion costs versatility to save a feat and decrease the spell level.

I think there's no way to balance it properly.
