Is there any sane reason for there to be a church of Procan, chaotic neutral god of sea storms, to exist in a world that doesn't know what an ocean is? I am thinking that I will need to discover Procan in an ancient book and go from there...

ok i found crystal keep started working again

I don't suppose that you have the monster manual 3 and just didn't feel like mentioning it? I am interested in adding storm elementals to my list of available creatures on the summon monster spell lists, but it wouldn't be an issue until 7th level, so it is not worth worrying about at the moment, and even then they have an ability that is probably overpowered...

What about a Water Orc? Is there any place that they actually live in quantity?

Well, a water orc needs to come from somewhere, either more water orcs, or a mutation. Maybe some lich somewhere is experimenting on orcs. The river must be quite large to keep the city supplied, but it seems unlikely that orcs could live in a river without everyone knowing about it. People would be fishing, maybe the odd water mill, and orcs are not known for their subtlety, although it is possible that they are tolerated. Alternatively the water orcs come from some underground lake or something in the mountains, or just further up the river, living amphibiously, and you came down the river for some reason.

There is also the possibility that it came from a different settlement. A section of river could be widened and walled to build a water based city. Structures couldn't be too deep underwater due to pressure from the river but a village or town would be possible. I also read up on what a West Marches campaign is and they could have easily come from the east where civilization is more common. You'll have to check with shoruke if the last one is a possibility though.

You seem to be confusing Water Orcs with Aquatic Orcs. Water orcs don't breath water, they just have ancestors from the plane of water.

So, they can come from anywhere, then.

Oh, okay, there are orc to, umm, I think the southeast, the water orcs probably hang around the river, but are still basically part of the orcish population...

Rivershire is a decently large city, and it has quite a few decent spellcasters in it. Having an underground lake is entirely possible, and all kinds of aquatic creatures could live there: aquatic creature variants, sahuagin, stray water elementals (unlikely, but strictly possbile), common fish...

But Barb and Aki have hit the nail on the head about elemental racial variants; they don't need to come from the element itself, they just need to have parents. Otherwise, where would fire elves come from... furnaces?
