Digging Upwards

 I am having a hell of time trying to get my dwarves to dig up.  I want to make a room at the peak of this mountain but cannot for the life of me figure how to mine up.

 I have tried to {d}esignate {u}pward stair but nothing happens. I was thinking maybe the dwarves couldn't reach the ceiling.  So I built some stairs.  Tried again, nothing. 

 What am I doing wrong?

Dig a matching set of downstairs on the floor right above the upstair.

If the space has already been dug out, you have to construct some stairs with a mason, and there has to be a hole above or below (or both) depending on which direction the stairs need to go.

You may wish to {d}esignate your{k}eypresses with different characters.

Dig a matching set of downstairs on the floor right above the upstair.
Or up/down stairs {d - i}.

You have to build something like this:

1 ___<___  <-- this is the floor you are in

# - wall
_ - floor
> - down stair
< - up stair
X - up/down stair

Suppose you are on floor 1. Chose a point where you want to dig up. If there is a natural wall at this point, designate carving an up stair (d-u). If there is a floor, construct one (b-C-u). On floor 2, just above the up stair (there is probably a natural wall there), designate carving an up/down stair (d-i), and repeat this until you reach the top. On the floor where you want to build your room (floor 5 here), designate your room area for digging (d-d), and a down stair (d-j) on the tile above your up/down stairs.

You can designate everything in one step, you don't have to wait to finish one step to be completed.

With Up/Down stairs, you can make vertical shafts up or down as far as you want in either direction.

Another thing to try is "Dig Ramp" which carves an upwards-ramp in the level you're on and results in a downwards ramp and empty space in the level above.  Warning though: do not do the latter thing if there is an aquifer layer above you.  That can easily result in more fun than you can handle.

Foolprooof way to penetrate aquifers of unlimited depth.  (Make sure to import at least 10 stones for mechanisms)
Toughen Dwarves by dropping stuff on them.  (Nothing too heavy though, and make sure to wear armor.)
