Well to me it does seem perfectly sound. Yes, the owu may be adding laws but think about it. The laws do help us and I know that the Owu would not waste its power to help us like this.

It remind me of when Sarkozy decided to fight crime by imposing quota of arrestations: the results were that the police stopped pursuing murderer and dangerous criminals to focus on majijuana smokers and other easy-to-spot individuals. Hello there good people of the earth. We are all looking forward to the unveiling of our charter sometime soon. We plan to do it slowly, so as not to make too much of a shock.
