Yes; possibly because little boys were too busy going "WOW, MONSTERS" rather than "Hmmn, if we linguistically analyze the three winged mirages primary nomers we can clearly recognize that each one's name finishes with a designated numerical value of the Western Hispanic variety, in sequence!"  ;D

If not, a better excuse might be that the guys in charge of cataloging Pokemon aren't in very good touch with the guys in charge of creating abominations of nature, and thus they found out about the escaped lab experiment before they found out about the extremely elusive, mythical-among-mythical Pokemon. The people who decided to play God knew about it beforehand because they were crazy.

From what I remember, pokemon are assigned a national number once they have been registered in a pokedex and the info sent to the magical network of professers named after trees. So because they never found a mew untill after they made mewtwo, mewtwo was added first.

Yeah, the OP is so woefully out of date that it's almost practical at this point to actually throw up a website or smackjeeves account or something. Actually, I made a smackjeeves account ages ago and got annoyed by something and stopped. I will look into it again.
