IIRC all of his magikarp are level 10.

He's on a route to the west of one of the early cities.

Good to train on for speed though, if you're into EV training. Dem magikarps are fast.

You forget though. They took all her pokemon. However, the dome fossil is not a pokemon yet; it's still a fossil and, I would imagine, still in her bag. Same goes for the helix fossil, since IIRC, she took both.
