Making peace with goblins?

On magmawiki's trading page, it says that goblin caravans will come if you make peace with goblins...
...But how do you make peace with goblins? I can't find any information on that.

You cannot...
but in rare circumstances your dwarf mother civilization might be at peace with the goblins
(never encountered these circumstances, however)
