Ditto. I generally make an "immigration office" in my forts. Anyone who brings a female cat to the fort as a pet will be sent there to *cough* have an examination. I bring one male kitten with me on embark, and generally I won't mind other males being brought to the fort, but females in the fort risk breeding so they must not be allowed to live.

Aquatic didn't work...
Methinks you're editing the wrong raws. As Astramancer highlighted above, the raws for each individual save are now kept separate from the main game raws (thus allowing you to have multiple games running with different mods working on each one without the mods from different saves interfering with each other :)) and it's the save's raws you want to be editing.

1. Download Runesmith
2. Flag all the pets useless vermin for slaughter
3. Wash, rinse, repeat until fortress is once again free from cat droppings and dog piss.

That worked famously :)
