Dwarf cancels clean self

Hey
My militia commander keeps trying to grab soap from the hospital stockpile, which I'm fine with, but it keeps saying he cancels cleaning himself because the area was inaccessible, even though he's standing on the soap. The Hospital hasn't been used yet, recently finished construction and got everything moved into the stockpile. The soap isn't forbidden or anything, just in the stockpile, in the Hospital zone.

First:  Soap in a bar stockpile inside the hospital does not count as soap in the hospital.  For soap to count as being in your stockpile it must be stored inside a chest/coffer/box built in the hospital zone.  Build a few dozen chests and place them in the hospital, and your dwarves will fill them with soap, thread, crutches, and other hospital supplies.  Putting a stockpile inside the hospital zone doesn't cause items in the stockpile to count as being in the hospital any more than putting a furniture stockpile in your noble's room will fulfill his furniture requirements.

Second:  Soap is bugged for cleaning.  Soap inside a hospital works fine for hospital use, but dwarves can't figure out how to use soap that's not in the hospital (and being in a stockpile in the hospital zone doesn't count).  Once your hospital is built with chests full of supplies, forbid any soap that didn't make it into the hospital.  Your dwarves will clean themselves just fine at a well without needing soap, but any soap not in the hospital zone will confuse them and make them forget what they were doing.
