Africa - As long as the system is in effect that the top two proposals are adopted, the following guidelines should govern adoption:
-If there is a tie for first place, ALL tied proposals will be adopted. Any proposals having received less votes will be discarded.
-If there is a clear winner but a tie for second place, all proposals tied for second place shall be adopted.
-This ruling, if adopted, shall be retroactive to round 1, and if approved, those proposals will go into effect along with this one at the start of round 3. (

God damn you guys for your complicated voting schemes. Anyway, this
is the right way to calculate winners. lordcooper did his a different way, but it's wrong. Go find the last post that I talked about it.
Also, the new turn ends at 10:03 am on September 11th, PST.
1. A non-player becomes a player by proposing a change or supporting/disagreeing with a change.
2. A change may be an alteration, addition, removal, or any other change applied to one or more rules.
3. It is possible to vote on a proposed rule change by stating if you *support* or *disagree* with it. In order to be counted, votes must contain one of those keywords and explicitly state which proposal/s are being referred to.
4. It is only possible for an individual to vote once on each proposed change.
5. One turn lasts 48 hours.
6. At the end of the turn, the two proposed rule changes with the greatest explicit support from all current players are implemented.
7. The nomic ends after fifteen turns.
8. The initial ruleset will be numbered 1 through 7, and every new rule thenceforth will have a number that is one higher than the rule just before it.
9. No Rules shall be retroactive.
10. Anyone who, on purpose or by accident, creates a paradox by having his/her proposal accepted, whether it is retroactive or not, automatically loses and the offending rule is rendered null and void.
