well, before we start fixing those, few things:

We still need to drink, we can't just freeze all the rivers.
the town isn't actually overpopulated. It could be said to have too many people, though.
too many fish is good, they won't notice if we steal some food.
You can't really say "warming", "summer", and "outdoor ice rink" in the same sentence.
